I have been told over and over it can't be uninstalled because its part of the Operating System
you can only turn it off. Turning it off doesn't really turn it off it is still running in the background using the same if not more resources.
I figured out a way to make it inoperable 100%
First you open the task manager,
Click on the processes tab find Cortana, it should be close to the top of the list.
Right click on the Cortana icon then click Open file location.
It will open the file and have Cortana highlighted.
Right click it, then click rename.
Do not change the name just add .old at the end on the string
It will give an error say it can't change the name because its being used.
Leave the folder open
Go back to the task manager
Right click on Cortana then click end process.
here is where you have to act fast because if you are not fast Cortana will turn its self back on.
Once you click end process click Try Again on the Cortana file.
You may have to do a few times because it has to be done fast.
Once the name is changed Cortana is dead and can't turn its self back on.
freeing up around 2 GB of memory and around 10% to 20% of the CPU depending on your CPU
After i did this my games like GTAV, Call of Duty and others run so smooth its like real life
Before i did this GTAV on my system had an average Frame Rate of 48fps with peeks of 58fps
which isn't bad but it messes with my vision when the frame rates are slow.
after i did this GTAV frame rate is a solid 80fps with peeks of 170fps
Call of Duty is fluid I don't know how to check its frame rate but its a lot better now
Videos run a lot smoother now I watch a lot of Netflix and it would hang and lag when Cortana was hogging resources.
Also you can check the app history to see for your self if Cortana is dead.
clear the app history then go back a few hours or the next day and you'll see Cortana use history is 0:00:00 CPU Time, 0 MB Memory Use, 0 MB/s Hard Drive Use, 0 Mbps Network Use
One last thing after turning Cortana off the other apps that couldn't be turned off, now can be.

Notice after doing this Cortana isn't on the task bar. only a search icon to search your PC
